The Jedi have come into communication with each other and started migrating to Ossus as a gathering point and home base. Having begun the process of eradicating all Imperial sympathizers from the planet, many Jedi have taken to patrolling nearby space to keep Sith away from the area. The Enclave is gaining a strong foothold, and many on the planet are aware that its ownership is shifting into the hands of the Jedi. The Empire knows the Jedi have been amassing strength over the past few years, but haven't been able to pin down exactly where in the outer regions they are living.

In more detail, In the couple of years since Jedi Padawan Lents Terria came through the region with wide-eyed hopes of reuniting the Jedi, that mission has been surprisingly successful--helped in no small part due to the new mobility of the Empire after the disaster on Coruscant.
With knowledge of the Jedi still existing spreading through the galaxy like wildfire, many enclaves who would otherwise have been content to keep hiding have been spurred into action, knowing that the long era of peace through invisibility was over.
The planet Ossus has been chosen as the Reborn Jedi Order's new base of operations, and is now teeming with Jedi life. The planet has mostly shifted into Jedi rule easily, but there are still a few small skirmishes involving Imperial sympathizers that need to be dealt with before the Jedi can feel safe. Having also spread tendrils of influence to the surrounding regions, the Jedi hope to keep knowledge of the base's location out of Imperial ears, but whether this is a realistic goal or just a pipe-dream can't be reasonably answered by anyone. However, since the Empire has been somewhat relaxed on their grip in the outer regions, the dominating hope is that thy don't have enough tactical information to easily crush the Jedi, if at all. Even then though, by this point the Jedi have gained a strong momentum of growth and strength, and feel almost ready to start striking back at the Empire in the near future.
Additionally, the fact that through the now near-legendary Skeang, the Jedi are also in contact with a growing population of anti-Imperial dark-side users has helped the Jedi on Ossus diffuse conspicuousness. And the extra manpower is always appreciated.
